Empowering Women, Enhancing Democracy: NCSW’s “Next Horizon” Conference
Uniting for Change, Shaping the Future of Pakistan's Women

In a groundbreaking initiative, the National Commission on the Status of Women (NCSW), in collaboration with UN Women, has successfully concluded the second phase of its innovative consultation conference series, “The Next Horizon.” This pioneering effort aims to develop a comprehensive National Agenda to amplify women’s role in politics and promote their economic empowerment.
Addressing the Challenges
During the conference, Ms. Nilofar Bakhtiar, Chairperson NCSW, emphasized the need to address the concerning state of women’s political participation, stating, “Empowering women in politics is not just about equality; it’s about enhancing the very fabric of our democracy.” Hina Pervaiz Butt, MPA Punjab & Chairperson Punjab Women Protection Authority, highlighted the need for systematic change to dismantle structural barriers preventing women’s full participation.
Empowering Women, Strengthening Democracy
Saman Ahsan OIC UN Women, emphasized the importance of women’s role in politics, stating, “Empowering women in politics is crucial for creating a more representative and effective governance system.” Kausar Taqdees Gillani, Minister of State, Azad Jammu Kashmir, reiterated, “Women’s political participation is essential for achieving gender equality and strengthening democracy.”
Vision for Change
Raheela Hameed Khan Durrani, Minister of Education Balochistan, outlined her vision for addressing the province’s diverse challenges through inclusive growth, social cohesion, and effective governance. Shaheena Sher Ali, Minister of Women Development Department, Sindh, emphasized the need to challenge outdated roles and create laws that support women’s participation.
Overcoming Obstacles
Despite advancements, women in Pakistan face substantial obstacles to political engagement. The conference highlighted the need to address these challenges and accelerate women’s rise to influential roles.
Comprehensive National Agenda
NCSW launched its report titled “Protection of women and girls, legislative, policy and institutional Framework of Pakistan.” The insights, outcomes, and recommendations from the conference were integrated into NCSW’s comprehensive National Women’s Agenda to reshape Pakistan’s political landscape.

The launch of “The Next Horizon” marks a significant step forward in addressing the multifaceted challenges faced by women and girls in Pakistan.
