Justice Reforms Take Center Stage: Parliament Committee Meets
Constitutional Amendments, Women's Rights, and Accountability Bills on Agenda
Islamabad, ; 6th meeting of the Standing Committee on Law and Justice was held today under the Chairmanship of Ch. Mahmood Bashir Virk, MNA at 02:00 P.M. in Committee No.7, Parliament House, Islamabad.
2) The meeting started with recitation from the Holy Quran, then the committee decide to proceed with the agenda. The Committee approved the minutes of previous meeting.
3) The Committee considered the Bill, the Constitution (Amendment) Bill, 2024 (Article 27) (moved by Ms. Aliya Kamran, MNA); during detailed deliberations the Mover has raised objection that the committee couldn’t reconsider the Bill. Hon. Chairman overruled the objection and deferred the same for reconsideration. However, the Mover submitted her note of dissent for reconsideration of the Bill.
4) The Committee did not consider the Bill, the National Accountability (Amendment) Bill, 2024 (Ordinance No.VI of 2024) (Government Bill); and deferred the same as requested of the Ministry.
5) The Committee considered the Bill, the Status of women (Amendment) Bill, 2024 (Government Bill); after detailed deliberations the Committee unanimously recommended that, the Bill may be passed by the National Assembly.
6) The Committee considered the Bill, the Constitution (Amendment) Bill, 2024 (Article 51 & 106) (moved by Mr. Naveed Aamir Jeeva, MNA); after detailed deliberations, it was also informed that the Comments from the Province of Khyber Pakhtunkhwa has been received and the Bill is not supported, whereas comments of the rest of the provinces are still awaited. The Committee deferred the same with direction that the letter be written to all parliamentary leaders at National Assembly and Senate, for their comments and views on the Bill.
7) The Committee did not consider the Constitution (Amendment) Bill, 2024 (Article 184), the Constitution (Amendment) Bill, 2024 (Article 51, 59 and 106), the Constitution (Amendment) Bill, 2024 (Article 177, 193 and 208), the Contempt of Court (Repeal) Bill, 2024) (moved by Mr. Noor Alam Khan, MNA); the Constitution (Amendment) Bill, 2024 (Article 175A & 215) (moved by Mr. Asad Qaiser, MNA) and deferred the same as due non availability of the Movers.
8) The Committee did not consider the Bill, the Constitution (Amendment) Bill, 2024 (Article 25) (moved by Dr. Nafisa Shah, MNA); and the Constitution (Amendment) Bill, 2024 (Article 198) (moved by Mr. Changaze Ahmad Khan, MNA); and deferred the same as requested by the Movers.
9) The Committee consider the Bill, the High Courts (Establishment) (Amendment) Bill, 2024 (Article 4, of President’s Order No. 8 of 1970) (moved by Mr. Sohail Sultan, MNA); during detailed deliberations the Mover has informed the Committee that notification for enhancement of number of judges has already been issued by the Ministry, as the needful has been done hence he requested to dispose of the Bill. Keeping in view the said request the Committee disposed of the Bill.
10) The Committee did not consider the Bill, the Constitution (Amendment) Bill, 2024 (Article 9-A) (moved by Mr. Amjad Ali Khan, MNA) and deferred the same due to non-availability and request of the mover.
11) The Committee consider the Bill, “The Constitution (Amendment) Bill, 2024” (Article 140-A) (moved by Mr. Muhammad Jawed Hanif Khan, MNA); after deliberations at length, the Committee deferred the same with direction that the letter be written to all parliamentary leaders for their comments and views on the Bill.
12) Hon. Members/MNAs, Mr. Muhammad Mueen Watto, Rana Muhammad Qasim Noon, Ms. Zahra Wadood Fatemi, Mr. Bilal Azhar Kayani, Ms. Kiran Haider, Syed Ali Qasim Gillani, Mr. Changaze Ahmad Khan, Dr. Nafeesa Shah, Syed Abrar Ali Shah, Syed Naveed Qamar, Mr. Ali Muhammad Khan, Mr. Umair Khan Niazi, Syed Hafeezuddin, Mr. Hassaan Sabir, Ms. Aliya Kamran, Mr. Sohail Sultan, Mr. Naveed Aamir Jeeva, Mr. Muhammad Jawed Hanif Khan, MNA, Minister for Law and Justice and Secretary, Ministry of Law and Justice along with staff attended the meeting.
